Emperor of Paris Baron Haussmann 1809 -1891

Joanna Richardson relates how, as Préfet de la Seine from 1853 until 1870, Haussmann superintended the rebuilding and enlargement of Paris.

The Avenue de l'Opera, one of the new boulevards created by Napoleon III and Haussmann.'France still has her Napoleon, but Paris has lost her Emperor.' So observed The Times on January 8th, 1870.
